Air Transport Services for Personnel

This contract involves the procurement of airline tickets to various destinations for personnel in the Naval Forces, based on the needs of the contracting authority and the conditions outlined in the specifications document. The framework agreement will be established with at least two (2) economic operators, with a maximum of four (4). Subsequent public procurement contracts for air transport services will be awarded through offline competition among the signatory economic operators of the framework agreement. These contracts will be firm orders for specific destinations, classes, durations, and travel conditions determined by the contracting authority during the competition phase, following the terms and conditions set in the specifications document. The awarding of subsequent public procurement contracts will adhere to the elements and conditions specified in the framework agreement, with firm orders issued through offline competition whenever there is a need for organizing travel abroad for the contracting authority's personnel. The competition will focus on the price of the requested air transport services (airline tickets). The working methodology is described in the specifications document. The contracting authority will respond clearly and completely to all requests for clarification or additional information within 10 days before the deadline for submitting offers/applications. Economic operators must submit their requests for clarification no later than 20 days before the deadline for submitting offers/applications.
