Security Services for Bavarian Justice Authorities

This contract is aimed at ensuring safety within Bavarian justice buildings. It is essential that all participants in legal proceedings, justice staff, visitors, and other authorized individuals can safely access court buildings. Therefore, thorough checks for dangerous items, particularly weapons, must be conducted before entry into a court building. However, the principle of public access must not be restricted, in accordance with Article 6(1) of the Human Rights Convention and Section 169(1) Sentence 1 of the Courts Constitution Act. 'Open' yet secure courts can only be guaranteed by diligent, correct, and qualified security personnel in sufficient numbers. In addition to staff from the judicial bailiff sector, private security companies will also be involved. The presence of security personnel is necessary for both objective and subjective safety in the courts. Entry checks with searches will only take place during court proceedings. Outside of these times, security personnel should be available on short notice if needed. This contract outlines various tasks that can be performed before, after, or between court sessions. Security personnel will be active in the courts and ready for deployment in case of danger. The contractor should also be able to operate efficiently, particularly without interruptions. The goal is to ensure a high level of security while also adhering to the principles of economical and efficient action.
