Brief
The city of Forssa (hereinafter referred to as the "client" or "contracting authority") is requesting proposals for school transportation services as outlined in the procurement notice published on the Hilma announcement channel and its attachments. This procurement is for school transportation services required under Section 32 of the Basic Education Act, which the city must arrange. The service is significant for the implementation of basic education. The request for proposals pertains to student transportation within the Forssa urban area and to the Koijärvi rural school, as well as transportation for small groups in the Forssa region for the 2025-2026 academic year. The procurement is divided into three areas. The contracting authority will select one (1) service provider for each area, with whom a contract will be made. The selected service provider may also be a group formed by the bidders. Bidders can offer one or more areas. Sub-bids within an area are not allowed. Parallel bids within an area are not allowed. Alternative bids are not allowed. The contracting authority does not commit to minimum purchase quantities. The contracting authority emphasizes that the mileage figures presented in Attachment 1 and the anticipated values of the areas below are estimates by the contracting authorities. The service provider will not have exclusive rights to provide the service to the contracting authority. The duration of the contract is described in the draft contract attached to the request for proposals. The procurement includes an option for the 2026-2027 academic year. The anticipated values of the areas (excluding VAT) including the option are: 1) Area 1: 100,000 euros 2) Area 2: 140,000 euros 3) Area 3: 120,000 euros TRANSPORTATION NEED School transportation will operate from August 7, 2025, to May 30, 2026. The fall semester begins on August 7, 2025, and ends on December 20, 2025. Transportation will not be arranged during school holidays. The fall break will be from October 13 to 19, 2025 (week 42), and the Christmas break will be from December 21, 2025, to January 6, 2026. The spring semester begins on January 7, 2026, and ends on May 30, 2026. The winter break will be from February 23 to March 1, 2026 (week 9). Transportation will occur on weekdays, and the last days of the semesters (2 days, Saturday) are included in the procurement. The total number of transportation days is 188. Transportation routes: Area 1 Route: Sukula - Similänkulma - Forssa Area 2: Route: Hykkilä - Tammela - Forssa Area 3: Route: Suokulma - Matku - Kuuma - Forssa The routes are defined and described in more detail in Attachment 1. There are 3 pre-planned routes, of which 2 will apply to accessibility transportation requirements. The daily driving order of the routes, along with schedules and necessary additional information, as well as exceptions, can be found in the electronic MunSchool logistics system. Changes to the routes may occur before and after the start of transportation during the academic year. See Attachment 1, section School Transportation Logistics System and Trip Measurement. The service provider will charge for transportation services at the prices provided in the price form of the request for proposals (Attachment 2).
