Consulting and Evaluation Services for New Social Protection System in France

The public contract seeks assistance in project management for the implementation of a new complementary social protection system focusing on health and welfare for the employees of the Oise Department. This project will be carried out in collaboration with the Human Resources Department and will consist of three phases: Phase 1: Analysis and Diagnosis - Assessing the current participation agreement for welfare risks with Collecteam, auditing the workforce and claims data for welfare risks, identifying needs from the community and employees regarding health risks, and analyzing current regulations on complementary social protection in local public service. Phase 2: Support for the establishment of participation agreements or equivalent systems for health and welfare risks - Assisting in the process of establishing participation agreements or equivalent systems (developing specifications in consultation with trade unions, creating guarantee tables and contributions, drafting the consultation document for companies, finalizing the contractual management document for participation agreements or equivalent systems, and specific conditions), conducting comparative analysis of applications and offers, drafting analysis reports, and assisting the community during negotiations (comparing offers and drafting reports before and after negotiations) and presenting the project to awarding bodies. Phase 3: Support for the initial implementation of participation agreements or equivalent systems for health and welfare risks - Assisting in communication about the system to employees, and supporting the community in deploying the system to be effective by January 1, 2027. In addition to this fixed mission, which will conclude with the community's establishment of participation agreements or equivalent systems with selected providers, the Department may request consulting and monitoring services for these agreements or equivalent systems.
