Asbestos Management Services Framework - Multi-Lot Appointment

Five local authorities in Wales (Cardiff City Council, Bridgend County Borough Council, Vale of Glamorgan Council, Monmouthshire County Council, and Torfaen County Borough Council) seek to appoint up to 22 qualified contractors across four service lots to deliver asbestos management services for approximately 664 properties. The framework has a maximum value of £4,000,000 (excluding VAT) over a 2-year fixed term with optional 2-year extensions. Lot 1 - Air Monitoring and Four-Stage Clearance (7 contractors): Personal and static air sampling, monitoring during and after asbestos removal, and four-stage clearance services with certificates of reoccupancy. Lot 2 - Asbestos Removal (5 contractors): Small and large-scale licensed and non-licensed asbestos removal works, fly-tipped waste removal, and decontamination services for properties owned by the authorities. Lot 3 - Asbestos Surveys (5 contractors): Refurbishment and demolition surveys of non-domestic properties to ensure compliance with Control of Asbestos Regulations 2012 (CAR 2012), with strict turnaround timescales. Lot 4 - Bulk Sample Analysis (5 contractors): Laboratory analysis of asbestos samples collected by council employees, with turnaround times of 24 hours (Category A), 48 hours (Category B), or 5 days (Category C). Work will be allocated using a cascade approach across lots. Direct delivery is required; subcontracting is not permitted except for specialist access equipment where demonstrably necessary. The procurement follows the Open Procedure under the Procurement Act 2023. Tender publication is expected end of July 2026, with a 35-day bidding period and October 2026 framework commencement.
