Fit and Proper Person Due Diligence Checks for NHS Chair and Non-Executive Directors

NHS England is seeking to continue outsourcing due diligence checks for Chair and Non-Executive Director appointments through the Fit and Proper Person Test (FPPT) framework. The service includes CV verification, structured reference checks, Disclosure and Barring Service (DBS) checks, insolvency screening, and regulatory and reputational background checks. This is a continuation of an existing service with Neotas, designed to support NHS England's statutory obligations to ensure safe and compliant senior leadership appointments. The service will operate on a flexible drawdown basis throughout 2026/27, scaling to match NHS appointment activity and demand. Suppliers should demonstrate experience in conducting thorough due diligence for senior healthcare leadership roles and familiarity with NHS governance requirements.
