Bus Feasibility Study Support - Cheshire and Warrington

Cheshire and Warrington Combined Authority has secured Department for Transport (DfT) funding to conduct bus reform feasibility work across the sub-region. We are seeking client-side support to help shape, manage and oversee this programme on behalf of the Combined Authority. The role extends beyond standard project management. We need support to ensure the work is properly scoped, delivered consistently, and produces robust evidence to inform future mayoral decision-making. Key responsibilities include advising on the commissioning approach for the feasibility work. The Combined Authority is considering three delivery models and welcomes recommendations on their relative merits: • Separate studies for Cheshire East and Warrington with alignment mechanisms • Two separate studies via single procurement process with one provider, using common methodology and reporting framework • Single Cheshire and Warrington-wide study with localised analysis for each area You will help evaluate these options and provide expert guidance to support the final decision on delivery model and programme governance.
