Cardiff Weed Control and Pest Management Contract

Cardiff Council is seeking a qualified contractor to manage weed control and pest management across Cardiff's public spaces, including 500 parks, over 300 housing estates, 2,000km of highway pavements, Cardiff Bay, cemeteries, Cardiff Castle, and public rights of way. The contractor will apply pesticides and fertilisers, perform hand weeding, and manage noxious weeds such as Japanese Knotweed on hard surfaces, planted areas, walls, and sports surfaces. The service must comply with the Government's National Action Plan and utilise the latest pesticide application technology to minimise chemical use, with a requirement to reduce pesticide volume year-on-year through increased hand weeding, sweeping, and mulching. Additional work may include maintenance of Sustainable Drainage features and Green Roofs. Contractors must hold industry-specific certifications including Amenity Assured Certificate, BASIS qualification, BASIS Advanced Contract certification, and either ISO 14001, BS9002, or equivalent environmental certification. The contractor will use digital systems to record daily work and monitor performance through self-reporting. The contract is valued at approximately £1.5M over a four-year period with two optional one-year extensions. The tender will be advertised in winter 2026/27, evaluated on 45% price, 45% quality, and 10% social value, with a start date of April 2027. TUPE regulations apply to this contract, and monthly payments will be made according to a payment profile included in tender documentation.
