Community Safety Patrolling and Response Service – Market Engagement

The London Borough of Croydon is conducting a pre-engagement consultation with potential service providers to inform future procurement of a Community Safety Patrolling and Response Service. This is not a formal procurement exercise but an opportunity to share market insights on capability, innovation, and service delivery models. The Council seeks an experienced provider to deliver four integrated service areas across the borough: Environmental Patrols (daytime and out-of-hours coverage of priority locations and parks), Estates Anti-Social Behaviour Patrols (visible reassurance on Council housing estates), Noise, Nuisance and Anti-Social Behaviour Response (reactive incident response), and Borough-Wide Incident Reporting and Intelligence (daily reporting, analysis, and trend identification). Providers must hold Security Industry Authority (SIA) Approved Contractor Scheme accreditation or equivalent, demonstrate experience delivering comparable services, and be capable of flexible 24/7 deployment across all four service areas. The Council does not permit subcontracting and expects integrated, collaborative working with Council teams to support vulnerable residents, reduce anti-social behaviour, and enhance community safety outcomes. The service will cover the entire London Borough of Croydon, including certain Council-managed facilities outside the borough boundary.
