Bournville Village Trust Contractor Panel Opportunity

Bournville Village Trust is establishing a contractor panel to support its Direct Labour Organisation with housing maintenance and repairs across its 3,400 social-rented and affordable homes. This panel will provide a compliant route to market under the Procurement Act 2023 for ad hoc works, goods and services, helping to manage demand peaks and access specialist trades. The panel will cover multiple categories including scaffolding, gas services, asbestos removal, skips, safety and compliance, floor coverings, responsive repairs, and planned works including retrofit. The initial contract term is 5 years with a potential 5-year extension (maximum 10 years). Appointment to the panel carries no minimum work value or volume commitment, and BVT is not obliged to award any work. Work may be awarded directly or via Request for Pricing, with pricing structures varying by category. The anticipated procurement route is a Competitive Flexible Procedure under the Procurement Act 2023 via the Delta eSourcing portal, with a maximum aggregate panel value exceeding £5,000,000, though no single supplier will be awarded contracts exceeding £5,000,000. BVT is conducting market engagement ahead of the formal procurement to test the panel structure, understand market capacity and appetite, inform specifications and evaluation criteria, and ensure suppliers are ready to respond when the Tender Notice is published. Participation in this engagement is optional and will not advantage or disadvantage suppliers in the subsequent procurement.
