Important Note: Due to the subsequent reporting of 154 addresses, the address scope has significantly reduced, and the procedure has been reverted to the state prior to announcement to ensure transparency, equal treatment, and competition. Since this is technically not possible on the procurement platform, a project space "2025-11-TW-Nottuln: NGA Broadband Expansion Nottuln" has been opened for the reverted procedure. The deadline for submitting initial offers has been set for January 9, 2026. The subject of this tender is to commission a company to establish and operate a gigabit infrastructure in the "grey NGA areas" in the municipality of Nottuln. The gigabit-capable high-performance network to be established must ensure a supply of the addresses designated in the expansion area with a bandwidth of at least 1 Gbit/s symmetrically (minimum bandwidth). The minimum bandwidth is achieved when it is provided at the termination point of the line technology in the building. The market exploration procedure confirmed that the establishment and operation of such a gigabit-capable high-performance network in the expansion area cannot be economically viable on its own. For this reason, the concession provider is willing to provide the private telecommunications company with a one-time, non-repayable investment grant to cover its economic viability gap (so-called "economic viability gap model"). The concession provider has submitted a funding application under the federal funding program "Funding to Support the Gigabit Expansion of Telecommunications Networks in the Federal Republic of Germany - Gigabit Directive 2.0" and has received preliminary approval for funding.
