    Brief

    The maximum estimated value of the framework agreement is 215,579,934.05 lei excluding VAT, with a minimum estimated value of 3,233,699.01 lei excluding VAT. The estimated value of the largest subsequent contract is 25,869,592.09 lei excluding VAT, while the estimated value of the smallest subsequent contract is 1,077,899.67 lei excluding VAT. The contracting authority reserves the right to purchase additional quantities of the same type of works as specified in this procedure, up to 50% of the maximum value of the framework agreement, resulting in a total maximum estimated value of 323,369,901.08 lei. The framework agreement aims to cover maintenance and current repair works for state pre-university educational institutions (kindergartens, schools, special schools, music and arts schools, national colleges, and theoretical and technological high schools) and other properties managed by the General Directorate for the Administration of Real Estate (D.G.A.P.I.). A detailed list of the educational institutions and properties covered by the framework agreement is provided in the specifications document. Some of these are historical monuments (categories B and A). Categories of works included in the subsequent contracts are: • floor repairs • interior repairs • stair repairs • ceiling repairs • replacement of exterior joinery • replacement of interior joinery • handling and transporting materials • terrace and roof repairs, including dismantling • restoration of sloped concrete • restoration of thermal insulation • restoration of thermal insulation protection layers • restoration of terrace waterproofing • restoration of drainage waterproofing • roof restoration • roof covering restoration • dismantling of exterior plaster • restoration of exterior plaster • electrical installations • heating installations • sanitary installations • gas installations • fire signaling installations • water and sewage pipe repairs • yard rehabilitation • restoration of fences • restoration of artistic components, etc. • dismantling/cleaning/restoration/integration of historical monument works. The estimated quantities (maximum and minimum) for these categories of works are detailed in the document – LIST OF ESTIMATED QUANTITIES, part of the award documentation. The projected and estimated quantities of works to be executed under the subsequent contracts are specified in the annex to this framework agreement. Both minimum and maximum quantities are estimated for the subsequent contracts and for the framework agreement, and they are not mandatory for the contracting authority, which may exceed them. During the execution of the framework agreement, depending on the actual situation of the properties that will be the subject of the subsequent contracts, the contracting authority may purchase larger or smaller quantities from each type of work category. The quantities of works for each subsequent contract will be established before signing the subsequent contracts. The deadline for any economic operator interested in participating in the public procurement procedure to request clarifications or additional information regarding the award documentation is 20 days before the deadline for submitting offers. The contracting authority will respond clearly and completely to all requests for clarifications/additional information on the 11th day before the deadline for submitting offers. Any request for clarifications must be submitted in SEAP (http://sicap-prod.e-licitatie.ro/pub).
