Urban Planning and Landscape Design for Donauwörth

The city of Donauwörth is seeking to update its land use plan, which includes an integrated landscape plan. The current land use plan, established in 2001, has undergone approximately 60 amendments. A new integrated urban development concept was completed in late 2023, outlining parameters, guidelines, and recommendations for future urban development. The task of updating the land use plan involves balancing the needs for residential, commercial, transportation, and agricultural land with the requirements for a healthy living and working environment, environmental and nature conservation, climate adaptation, and flood protection, especially in light of recent heavy rainfall and flooding events. The requirements for the land use plan are defined by § 5 BauGB and include components such as graphical representation, justification, and an environmental report as a special part of the justification. The city also intends to develop the landscape plan according to § 11 Abs. 1 BNatschG as an integrated part of the planning. The planning services for the land use plan will follow the basic services outlined in § 18 HOAI, while the planning services for the integrated landscape plan will follow the basic services in § 23 HOAI. The commissioning will occur in stages according to HOAI. In the event of a contract, the first stage will include performance phase 1 according to § 18 HOAI and performance phases 1 and 2 according to § 23 HOAI. The client will decide on further commissioning of performance stages during the process. No claims for the transfer of further performance stages or additional services can be derived from the staged commissioning. Planning is expected to begin shortly after the contract award, likely in August 2025, with completion planned for mid-2028. Special services are designed as options that the client can call upon but is not obligated to. The contract will be based on the Certiform/Boorberg contract template.
