Brief
The contract involves the preparation of design and cost documentation, obtaining necessary administrative decisions, and providing author supervision services for the renovation of the Luna cinema building located at 28 Marszałkowska Street in Warsaw. The contracting authority has specified the needs and requirements for the supplies, services, and construction works in Annex 1 to the Terms of Reference. Alternative offers are not allowed. Due to the specific nature of the contract, site visits for contractors are permitted. Electronic catalogs cannot be submitted as part of the offer. If a contractor intends to subcontract any part of the contract, they must specify which parts will be subcontracted and provide the names of the subcontractors (if known) in their offer. The contracting authority does not foresee a framework agreement, a dynamic purchasing system, or the selection of the most advantageous offer through an electronic auction. There will be no reimbursement of costs for participation in the procedure, except as provided in Article 261 of the law, and no awards for contractors presenting solutions during the dialogue. The contract is not divided into parts, and partial offers are not allowed. The maximum execution time for the contract is 84 months from the award date, including the basic scope and the option right. The preliminary schedule for the procurement procedure includes submitting requests for participation, verifying requests, inviting to competitive dialogue, conducting the dialogue, inviting to submit offers along with the Terms of Reference, submitting offers, evaluating offers, selecting the offer, and signing the contract. The contracting authority does not specify conditions for participation regarding the ability to operate in the economic turnover or the rights to conduct specific business activities unless required by separate regulations. The contractor must demonstrate technical or professional capabilities, including experience in the last 7 years, having completed at least two design documents for construction or renovation of buildings with a usable area of at least 2000 m2. The contractor must assign qualified personnel for the execution of the contract, including a chief designer and various specialized designers. The contractor must submit a declaration confirming they are not excluded from participation in the procedure and meet the participation conditions. A bid bond of 50,000 PLN is required at the offer submission stage. Contractors may apply jointly for the contract, and only one application per contractor is allowed. The contracting authority will invite a maximum of 5 contractors to the dialogue based on the submitted requests. The selection of offers will be based on criteria such as the gross price and quality of execution. The final contract conditions will be included in the draft contract provisions.
