Childcare Services Management in Neuhof, France

This procurement process aims to select the future delegate for managing the Maison de la Petite Enfance in Neuhof and to establish a public service delegation contract with them. The delegate will be responsible for managing: - A collective childcare facility with 60 places for children aged 10 weeks to 3 years, estimated to operate for 120,000 hours per year. - A licensed family daycare with 50 places, estimated to operate for 80,000 hours per year. - A Parent-Child Reception Place, open at least 5 half-days per week. The expected duration of the public service delegation is approximately seven (7) years, starting from January 1, 2026, with a projected contract end date of December 31, 2032. The delegate must meet the community's expectations as outlined in this agreement, particularly: - Adhering to the commitments defined in the National Charter for Early Childhood Reception. - Complying with the quality commitments specified in the 0-4 years collective early childhood quality charter, including: - Commitment 1: "Ensure a simple and transparent process from information to the allocation of a childcare place," which sets priority criteria, centralizes requests for more than 20 hours/week through the early childhood relay, and holds a placement allocation commission. - Commitment 10: "Implement, monitor, and evaluate the commitments of the Strasbourg city quality charter." The evaluation process, which includes a parent satisfaction survey, self-evaluation, team action program, and cross-evaluative immersion, continues to reference the National Charter for Early Childhood Reception. The delegate must consider the social environment of the neighborhood, the specific needs of the population served, and actively participate in all steering committees established by the community for early childhood stakeholders. In terms of service operation, the delegate will bear all operational costs related to the delegated service and will also make necessary investments for the service's functioning. The delegate will be required to pay an annual fee to the delegator.
