Software and Information Systems for Environmental Management

The Province of Groningen is seeking a professional partner to develop a robust and future-proof system for Environmental Management (VTH). The objectives include creating an efficient system to support the province's operational processes related to managing and utilizing the physical living environment. Key processes include: exploring and guiding initiatives, issuing permits, handling reports, providing internal advice on applications and initiatives, advising other authorities, overseeing compliance, enforcing regulations, processing public comments, and handling objections and appeals. The system must ensure compliance with legal obligations for permitting, oversight, and enforcement, including the Environmental Act and other provincial regulations such as the Fireworks Decision and the Shipping Traffic Act. Additionally, the project aims to enhance user satisfaction among end-users (permit issuers, supervisors, and enforcers) and functional managers, improve visibility and tracking of ongoing and completed cases related to permitting, oversight, and enforcement, and facilitate structured documentation of detailed data across various themes within the living environment for reporting to Europe and The Hague. The project also aims to improve collaboration and information sharing with other governments, chain partners, and advisory parties regarding VTH activities in the Groningen living environment. The supplier will work in a long-term strategic partnership with the province to optimally support the system (or multiple systems) and the associated processes.
