Waste Management Services – Distribution and Collection of Waste Bins 2025 - 2029

Helsinki Region Environmental Services Authority (HSY) is conducting an open tender for the distribution and collection of waste bins in the HSY area (Helsinki, Espoo, Vantaa, Kauniainen, and Kirkkonummi). The service period is from October 6, 2025, to January 7, 2029. The contractor will be responsible for handling service changes requested by customers, replacing broken bins, and conducting mass exchanges where all bins for a specific waste type in a designated service area are renewed. Tasks include delivering, collecting, and exchanging bins at properties. Work can be performed according to waste management regulations in the central area of Helsinki from Monday to Friday between 5 AM and 10 PM, and elsewhere in the HSY area from 6 AM to 10 PM. Access to the Seutula bin storage (Hanskalliontie 12, 01760 Vantaa) is available Monday to Friday from 5 AM to 10 PM, and to the Kivikko bin storage (Kivikonlaita 5, 00940 Helsinki) from 6 AM to 9 PM. HSY may allow access to the storage facilities on holidays and weekends if necessary. The contractor's driver must have a mobile phone available during working hours. Work is primarily conducted from Monday to Friday between 7 AM and 6 PM. The contractor must also have a responsible person for the service area who can be reached if needed after 6 PM. Drivers will work directly under the client's supervision, and the client is responsible for work management and route planning. No third-party goods or products may be transported in the load, and distribution and collection work cannot be combined with other tasks. The use of subcontractors is not allowed for this service. If temporary labor is used, the contractor must provide a report on the use of temporary labor to the client when submitting the bid or no later than before the contract begins in a preliminary meeting. The client has the right to accept or reject the proposed arrangement. Returned bins must be delivered directly to HSY's storage facilities, and the contractor is not allowed to store bins in their own premises. The client will provide the necessary tools for installation and repair work. The client will also provide vehicle computers and the required mobile data connections (max. 4 units). If the contractor needs more computers, they must procure them at their own expense. The contractor will bear the costs of installation, maintenance, and use of their own equipment. During the service period, it is possible to use PDA/RFID devices, which the client will provide (max. 4 units). If the contractor needs more devices, they must procure them at their own expense. The contractor will bear the costs of installation, maintenance, and use of their own devices. Waste storage areas at customer properties are generally locked. HSY has its own locking system for access to waste storage areas. HSY will provide the driver with the necessary key sets for the HSY area. The contractor is responsible for lost keys and access cards and any direct costs that may arise. Additionally, the service includes a small number of cardboard bale pickups from customer properties. The bales are on euro pallets and weigh between 150-400 kg. The bales must be weighed and moved to the vehicle using a forklift and delivered to the producer community's terminal in Seutula or Hakkila. No processing fee will be charged for the waste delivered to the producer. The contractor must notify HSY by email of the number and weight of the collected bales.
