    Brief

    This contract involves the supply and installation of various spectrometry equipment as part of the project "Development of Genomic Research in Romania" (ROGEN). The project aims to support strategic research solutions in the medical field, focusing on genomics and non-communicable diseases, including cancer treatment solutions and the development of vaccines and biological medicines. The procurement is divided into three lots: Lot 1 includes spectrometry equipment such as LC-MS/MS systems for proteomic or multi-omic analysis and protein purification systems; Lot 2 covers various imaging research equipment, including chemiluminescence and fluorescence imaging systems, vertical transfer systems for Western Blot analysis, and multi-mode microplate readers; Lot 3 involves a spatial multi-omic imaging platform for tissue sections. The delivery of equipment will be considered complete once installation, commissioning, testing, and training services are provided. Clarification requests from potential bidders must be submitted exclusively through the SEAP electronic procurement platform, and responses will be posted within the deadlines specified in the public announcement on www.e-licitatie.ro. According to Article 160, paragraph (1) of Law no. 98/2016, interested economic operators have the right to request clarifications or additional information regarding the procurement documentation up to 21 days before the deadline for submitting offers. The contracting authority will respond to all clarification requests by the 12th day before the offer submission deadline. This procedure is initiated by UMF Carol Davila Bucharest on behalf of several contracting authorities, including the Institute of Biochemistry, the Fundeni Clinical Institute, the Stefan S. Nicolau Institute of Virology, the I. Chiricuță Oncology Institute, and the Victor Babeș National Institute for Research and Development in Pathology and Biomedical Sciences. This procedure represents a joint procurement according to Article 40, paragraph 4 of Law no. 98/2016. UMF Carol Davila Bucharest is responsible for initiating, organizing, and conducting the bidding procedure, as well as preparing and awarding the public procurement contract for the beneficiaries of the equipment. Equipment users are responsible for monitoring the public procurement contract, including delivery, installation, reception, and payment of the equipment, as well as preparing primary and final documentation.
