Patient Monitoring Systems Contract

This contract involves establishing a framework agreement with multiple contractors for the supply, implementation, support, and innovation of patient monitoring systems. These systems will be used in healthcare institutions and for telemonitoring patients at home. The contract will be awarded through a competitive negotiation procedure, utilizing mini-competitions for specific call-off orders. The scope of the contract includes: 1. Hardware and Software: Supply of patient monitoring systems (wired and wireless), integration with existing hospital information systems (e.g., EHR), software for data processing, alarm management, trend analysis, and reporting, mobile applications for telemonitoring. 2. Maintenance and Support: Maintenance contracts (preventive and corrective), software updates and upgrades, helpdesk and technical support. 3. Training and Guidance: Training for healthcare professionals (usage, interpretation, alarm management), training for other involved services within the healthcare institution (Biomedical service, IT, etc.), training for patients in telemonitoring, documentation, and e-learning modules. 4. Telemonitoring: Solutions for remotely monitoring patients, including mobile measuring devices, applications for data transfer, secure communication channels, dashboards for healthcare providers, integration with care pathways for heart failure, COPD, diabetes, postoperative care. 5. Innovation and Evolution: The framework agreement allows for the addition of new technologies, insights, and applications in patient monitoring during the contract period, as long as they fall within the domain. The systems must be capable of measuring one or more of the following parameters, depending on the context (clinical or home): Heart rate, Blood pressure, Oxygen saturation, Respiratory rate, Body temperature, ECG, CO₂, Exercise parameters, Weight, Level of consciousness, Urine output, Physical activity, and others.
