Germany – Architectural and Engineering Services for Energy-Efficient Renovation

The City of Velbert is planning the renovation of the property located at Am Schwanefeld 19-23 in Velbert, 42551. This year, through a negotiated procedure with a prior European-wide competition, the planning services for the renovation will be awarded. The planning work is expected to begin as soon as possible this year. The current procurement process focuses on engineering services in the field of technical building equipment (TGA planning) in accordance with the current HOAI 2021 for the "energy-efficient renovation" of the property. The main focus of the planning is the renovation of two gymnasiums, which will be integrated into the technical context of the other buildings on the property (elementary school and daycare center). Additionally, an existing former caretaker's house will be demolished. The technical planning emphasizes energy-efficient building equipment and sustainable construction practices, which will also consider environmental protection aspects (possibly geothermal energy). The total renovation is currently estimated at approximately €7.7 million net, with the planning services for technical equipment estimated at around €610,000 net. The project is supported by funds from the "EFRE / JTF NRW 2021 – 2027" funding program for climate-friendly construction. Only applicants who successfully pass the suitability test from the applicant selection matrix of the competition will be invited to submit an offer. The five best applications (shortlisting) with the highest scores in references and selection criteria will be invited to submit an offer. In the event of a tie, selection will be made by drawing lots. The object planning for this measure will be slightly delayed and will be advertised in a separate European-wide procurement procedure as a negotiated procedure with a competition.
