Architectural, Construction, Engineering, and Inspection Services for the Planning and Supervision of Pavements and Road Markings in Lapland ELY Center and Other Related Expert Services 2026 (2027 and 2028)

This framework arrangement includes supervision and planning tasks for the maintenance of pavements and road markings, as well as other related expert services in the Northern procurement area of the ELY Center. The Northern procurement area includes the regions of Lapland, North Ostrobothnia, and Kainuu, with the Lapland ELY Center serving as the procurement authority. The offices are located in Rovaniemi and Oulu. The framework agreement will select suppliers for the ELY Centers' areas as follows, unless there are fewer suppliers meeting the eligibility requirements or acceptable bids: Lapland ELY Center: Three (3) suppliers for pavement supervision, two (2) suppliers for road marking supervision, and two (2) suppliers for pavement repair planning. North Ostrobothnia ELY Center: Three (3) suppliers for pavement supervision, three (3) suppliers for road marking supervision, and three (3) suppliers for pavement repair planning. The content of the framework arrangement is defined in more detail in the tender documents. During the validity of the framework arrangement, individual assignments may also be funded by the regional councils, cities, and municipalities of the ELY Centers' areas. The buyer's goal is to have the framework agreements in place by the beginning of 2026, with a preliminary contract period of 2026 and options for 2027-2028. During the preparation phase of the procurement, the state is undergoing a regional administration reform. As a result, the ELY Centers will become Vitality Centers in 2026. If this change occurs during the validity of this contract, the buyers will be the aforementioned Vitality Centers instead of the ELY Centers.
