Home Smart Monitoring Devices Supply Contract

This contract is a joint procurement agreement as defined by Article 48 of the law of June 17, 2016, established jointly by the FASD, which is the leading contracting authority; PSD-Vitatel, a non-profit organization that applies public procurement law due to the funding it receives for this specific project; and Solival, a non-profit organization participating in the joint procurement as a project partner. The FASD is the Federation of Home Care and Assistance, supporting and coordinating the nine home care centers located in Brussels and Wallonia. It aims to facilitate their work and develop specialized services around nursing and daily living assistance. PSD-Vitatel offers a teleassistance service, which includes a set of remote assistance devices that connect elderly, isolated, disabled, or recovering individuals to their support network via a call center, 24/7. Solival focuses on advice, research, and promotion of technical aids, as well as studying home adaptations. The framework agreement (with terms set with a single contractor per lot, if applicable) is for the supply of home assistance devices. The subdivision into lots is planned as follows, but the final allotment will be confirmed in the subsequent dialogue: Lot 1: individuals with mild disabilities; Lot 2: individuals with loss of autonomy accompanied by a partner or pet; Lot 3: high-risk individuals living alone; Lot 4: high-risk individuals accompanied (by a partner or pet). The public contract duration is a maximum of 4 years, aiming to acquire up to 1,200 devices (across all lots, depending on the needs of the end beneficiary). The contract involves, on one hand, the delivery of supplies (including the provision of devices, an installation manual for installers, a user manual for beneficiaries, and a training manual or support for staff promoting the solution) and, on the other hand, related services (including training and repair services, after-sales services, and the creation, implementation, and monitoring of a management platform for the results collected by the technological solutions). These various services (and potentially others) will be discussed during the dialogue.
