Brief
This contract involves the supply of one (1) fully operational fire truck with an articulated ladder (AEA) for the Consortium for Fire Prevention and Extinction and Rescue of Poniente Almeriense (CBP). The purpose is to enhance the operational capacity for rescue and fire extinguishing interventions at height, ensuring the safety of personnel and the effectiveness of public service across the consortium municipalities. The supply includes all necessary operations for manufacturing, equipping, homologation, registration, delivery, and training for the use of the vehicle, which must be delivered fully operational and ready for service. The vehicle must be new, of recent manufacture, with modern technology and high-quality materials, in accordance with the technical specifications defined in the Technical Specifications Document (PPT). This contract is classified as a supply contract under Article 16 of Law 9/2017, of November 8, on Public Sector Contracts (LCSP), and is processed through an open procedure subject to harmonized regulation (SARA) due to exceeding the economic threshold established in Article 22 of the same law. The contract is not divided into lots, as per Article 99.3 of the LCSP, since the object of the supply—the acquisition of a single unit of a fire truck—constitutes a technical and functional indivisible unit, and its fragmentation would be incompatible with the proper execution of the contract and the technical homogeneity of the vehicle. The technical conditions of the supply are defined in the PPT, detailing the minimum required characteristics for the vehicle, chassis, superstructure, hydraulic and control systems, safety, lighting, signaling, and equipment. The vehicle must comply with UNE-EN 1846 and UNE-EN 14043 standards, as well as other applicable regulations for fire and rescue vehicles, ensuring optimal levels of safety, reliability, and operability. The execution period for the supply is twelve (12) months from the formalization of the contract, with no possibility of extension. The technical warranty period will be two (2) years from the final acceptance of the vehicle, during which the awarded supplier will be responsible for any defects or issues that may arise, and must proceed with immediate repair or replacement at their own cost.
