Servica Oy is seeking suppliers for the North Savo, South Savo, and North Karelia welfare areas to provide non-tubed hybrid pumps and glucose sensors for continuous monitoring. These devices will be used both independently and in conjunction with hybrid pump systems. The request for proposals includes detailed information about the users of the products in the attached draft contract. Consumption estimates and requirements are outlined in the request for proposals and its attachments. During the contract period, existing products will only be changed if clinically necessary. The selection or change of products will always be made by the healthcare personnel. The transition to a new contract period does not imply that existing products will be changed without clinical justification. Orders will primarily be made according to the prioritization, but the final decision on the pump provided to a patient will always be based on clinical grounds by the treating unit. The consumption and selection of sensors will also depend on the device selection for the upcoming contract period (non-tubed sensor hybrid pump), as the hybrid pump system uses sensors. The supplier must indicate compatible sensors in their proposal, and the selection will follow the prioritization unless clinical reasons dictate otherwise. Contracts will be established as indefinite. The estimated value of the procurement is based on a four-year consumption forecast. Contracts may be combined by area if the supplier offers to both areas and is selected. The procurement contract will stipulate essential terms so that it can be executed during the contract period as per the procurement agreement (similar to a framework agreement with multiple suppliers, where terms are confirmed): the price will be fixed and binding, with only the exact quantity of products and related ordering and delivery details remaining open.
