    Brief

    The contract involves the ongoing supply of motor oils and lubricants for official vehicles used by the Wrocław Provincial Police Headquarters. Suppliers must provide motor oils and lubricants that meet the specifications set by manufacturers and the minimum requirements outlined in the bid form (Annex 1 to the Terms of Reference). The bid form also specifies the minimum guaranteed shelf life, quantities, and required packaging for the motor oils and lubricants. Minimum delivery quantities for each product category during the contract period are provided by the contracting authority in Annex 1 to the Draft Contract Provisions (Annex 2 to the Terms of Reference). The products must be from current production, meaning the production date of the offered motor oils or lubricants should not be older than 6 months from the delivery date. The contracting authority requires that the offered motor oils and lubricants have a safety data sheet for hazardous substances or hazardous preparations. Deliveries will be made to the fuel and lubricant warehouse of the Wrocław Provincial Police Transport Department at Gen. I. Połbina 1, Monday to Friday (excluding public holidays) from 08:00 to 14:30. Partial bids are not allowed as the delivery involves homogeneous goods, and the order is directed to small and medium-sized enterprises; dividing the order would increase costs, such as transportation. Regarding accessibility for persons with disabilities, the contracting authority informs that the subject of the order is not intended for use by individuals and does not affect accessibility for persons with disabilities. Equivalent offers are allowed; if the subject of the order is defined by trademarks, patents, or specific processes that could favor or eliminate certain suppliers or products, the contracting authority intends to present a 'type' of material or technology. In such cases, equivalent offers are permitted, and the description will include the term 'or equivalent' along with the criteria for assessing equivalence. The contractor may subcontract parts of the order, and the contracting authority does not require the contractor to personally perform key parts of the order. If subcontractors are used, the contractor must indicate in the bid form (Annex 1 to the Terms of Reference) which parts of the order will be subcontracted and provide the names of proposed subcontractors (Part II Section D of the JEDZ document) if known at this stage.
