    Brief

    The purpose of this public contract is to expand the city surveillance and monitoring system in Kosmonosy. This includes the integration of new reading cameras into the existing traffic center system in Mladá Boleslav and ensuring compatibility with the Central Automatic Vehicle Control System operated by the Police Presidium. The project also involves the construction of new poles for cameras and public lighting, along with the necessary new cabling and installation of new cameras on both new and existing poles within the city of Kosmonosy. New cameras will be placed in the following locations: 1. Park around the Kosmonosy Castle, 2. Debřská Street near the Kosmonosy Castle, 3. Pionýrů x Luční Street, 4. Luční Street, 5. Hradišťská Street, 6. Stakorská Street, 7. Boleslavská Street, 8. Debřská Street, and 9. Bradlecká Street. The newly supplied elements, cameras, and MKDS must meet cybersecurity parameters: • Encryption of video streams with metadata between the camera and the control video server • System (native) video stream from cameras for video management MKDS • Firmware that cannot be tampered with; the camera will have mechanisms to verify the authenticity of the firmware issued by the manufacturer and prevent the upload of modified firmware • The camera requires a strong password (minimum character count, uppercase/lowercase letters, numbers, special characters); it is meant that the camera cannot have admin/admin or password 1234; the camera will allow changing default communication ports with the option to disable unused service ports; locking the camera after 3 unsuccessful login attempts is required • Manufacturer security updates – RTSP stream protected by username and password • Connection and establishment of a connection to the server requires, in addition to the username and password, verification by an SSL certificate issued by a certification authority • A declaration (document) confirming compliance with cybersecurity requirements - Cybersecurity Act 181/2014 including Decree 82/2018. More details are provided in the project documentation and measurement report. The applicant must describe in the offer the detailed method of installation and integration of the camera system. This public contract is funded by the European Union – National Recovery Plan, 2nd call – Demonstrative application of the 5G network ecosystem for smart cities, municipalities, and regions, project name: Expansion of the city surveillance system in Kosmonosy using 5G network for traffic and security analysis; reg. no. CZ.31.6.0/0.0/0.0/23_087/0008684.
