Housing Adaptations and Aids Services Contract

Westminster City Council is seeking a single provider to deliver borough-wide housing adaptations and aids services for approximately 21,000 homes across the city. This is part of Tranche 2 of the Council's comprehensive housing repairs and maintenance re-procurement programme. The contract will run from October 2027 (following the current contract's September 2026 expiry plus short-term extension) and will replace the existing arrangement due to expire in September 2027. The service supports vulnerable residents through major and minor adaptations, wet room and kitchen installations, stairlifts and accessibility equipment supply and maintenance, responsive and planned repairs, equipment servicing and certification, and feasibility assessments. The appointed provider may be required to participate in the Council's Strategic Alliance model, collaborating with other contractors to improve resident outcomes, drive innovation, and deliver value for money. The procurement will be conducted as a competitive exercise under the Procurement Act 2023. Services will include emergency and out-of-hours support, building works to facilitate adaptations, and specialist equipment inspection and maintenance. The Council manages diverse properties including high-rise buildings, listed properties, and conservation area properties. The estimated contract value is indicative and will be finalised before the tender notice is published.
