    Brief

    Network Rail is seeking suppliers to design, build, operate, and maintain specialized sensor technologies for monitoring Overhead Line Equipment (OLE) on in-service passenger trains across Great Britain. This procurement aims to detect emerging defects early, enabling quick maintenance responses and preventing train service disruptions caused by dewirements. The project comprises two lots: (1) Roof-Mounted Pantograph/OLE Monitoring systems using instrumented pantographs and roof-mounted sensors with analytics, and (2) Forward-Facing Video systems with analytics for OLE monitoring. Solutions must be demonstrably proven, though Network Rail welcomes innovative technology approaches. The procurement will follow a single-stage competitive flexible procedure, with up to five suppliers shortlisted per lot (six if the 6th ranked supplier scores within 2% of the 5th). Up to three contracts will be awarded per lot. Deployment will be rolled out incrementally across multiple UK train operators and routes, including Scotrail, West Midlands, London Overground, Northern Rail, GTR, and EMR services. The contract term is four years with a break clause after the third anniversary. Technical requirements specifications are available on Network Rail's Bravo Platform. Suppliers should be prepared to meet fixed requirements at contract acceptance, with future innovation addressed separately.
