Brief

Warwickshire Police is seeking a qualified estates consultancy firm to provide client-side advisory and delivery support for a programme of small to medium-scale capital projects over two years, with potential extension up to four years total. The consultant will work alongside the Estates Manager to manage projects including HVAC upgrades, building refurbishments, lighting improvements, fire alarm systems, electrical upgrades, and grounds works. Key responsibilities include: preparing business cases and specifications, managing multi-disciplinary design teams (RIBA stages 1-7), procurement support, programme and cost management, contract administration, stakeholder engagement, technical advisory on planning and regulatory compliance, site attendance, and quality assurance. The successful supplier must demonstrate experience delivering estates consultancy services in a policing environment and possess the flexibility to respond to evolving operational needs. This is a single contract opportunity valued at approximately £756,000 to £1,134,000 (excluding VAT) over the full potential four-year term, depending on project scope and capital availability. The contract will be awarded through a one-stage open competitive tender process under the Procurement Act 2023. Applications must be submitted via the In-tend Bluelight Hub portal.
