    Brief

    The City of London Corporation is seeking a provider to deliver an integrated youth and play service for children and young people aged 8–19 (up to 25 for those with SEND or care experience). The service comprises three key components: Universal Youth & Play (UY&P), Information, Advice and Guidance (IAG), and Youth Participation and Voice. Universal Youth & Play provides open-access, inclusive activities at Golden Lane and Portsoken Community Centres on a drop-in basis, offering structured and informal provision aligned with the National Youth Work Curriculum. Activities include creative arts, sports, life skills workshops, and youth voice opportunities to support personal development and wellbeing. Information, Advice and Guidance targets young people aged 13–19 (up to 25 with SEND or additional needs), delivering impartial support for education, employment, and training decisions. This includes CV writing, interview preparation, participation in EHC Plan reviews, transition support for Years 9–12, and tracking of young people not in education or employment (NEET). Youth Participation is facilitated through a City Youth Forum, enabling young people aged 8–25 to co-design services, elect a Youth Parliament Member, and develop leadership through campaigns and community engagement. The provider must work collaboratively with schools, health services, local community groups, and other commissioned services to reduce duplication and strengthen early help pathways. All provision must be needs-led, co-designed with young people, and accessible to those with additional needs or EHCPs.
