    Brief

    This is an award notice following a mini-competition under the CCS RM6360 Legal Panel for Government framework, Lot 2: Major Projects and Complex Advice. The Government is seeking legal expertise to support the transition of landfill gas (LfG) generators away from the expiring Renewables Obligation (RO) subsidy scheme. Currently, LfG generators receive subsidies under the RO scheme, but the Government has announced this scheme will not be extended. Contracts expire from April 2027 onwards, with significant LfG generation capacity losing financial support in the first year. Without alternative subsidy mechanisms and financial incentives, many LfG sites are expected to cease electricity generation operations. Legal services are required to advise on policy, regulatory, and contractual matters related to supporting the LfG sector through this transition period and exploring viable alternatives to maintain generation capacity.
