Emergency Hostel Services for Homeless People with Complex Needs

This is an interim contract opportunity for the provision of housing-related support services for homeless individuals and those at risk of homelessness. The contract covers Phase 3.1 of a four-year commissioning programme and will be awarded to the incumbent provider of Housing Support Grant-funded services. The service comprises two main components: 1. Emergency Bed Units (Huggard Centre and Ty Tresillian): Direct access hostels providing year-round accommodation and tailored support to homeless or potentially homeless people. Each service user receives their own room and structured support designed to meet individual needs. Service users typically have multiple complex needs including substance abuse, mental health issues, domestic violence situations, criminal justice backgrounds, and chronic illness. 2. Huggard Intervention Centre: A low-threshold facility operating 365 days per year offering essential services including washing and bathing facilities, laundry services, free daily meals, discounted additional food, clothing provision, health services access, specialist service referrals, and advice and advocacy support. The Night Centre provides emergency shelter for up to 20 people nightly in 17 private pods/rooms plus 3 additional bed spaces, with secure storage for personal belongings. The service aims to restore dignity, hope, and future opportunity for homeless individuals while addressing their complex support needs.
