Office Supplies Procurement for Turku City

The City of Turku's procurement services are requesting bids for the supply of office, school, and craft supplies, as well as threads, for the period from February 1, 2026, to January 31, 2030. The contract may be extended at the buyer's discretion for an additional two years, from February 1, 2030, to January 31, 2032. The procurement is divided into several categories: 1. Office Supplies (Turku €300,000 and others €300,000) 2. School Supplies (Turku €300,000 and others €520,000) 3. Craft Supplies (Turku €200,000 and others €300,000) 4. Threads (Turku €14,000 and others €33,000) 5. Retail stores for threads and craft supplies (only in Turku). One supplier will be selected for each category, except for category 5, which will have a framework agreement with a maximum of six suppliers. The procurement details are outlined in this request for proposals and its attachments. Category 2, School Supplies, includes a binding employment condition for the supplier, which is described in the section "Other Conditions of the Request for Proposals." More information on the implementation of the employment condition is available in the attachment "Employment Condition Attachment." This is a joint procurement by the City of Turku and surrounding municipalities, involving 18 different municipalities. Detailed participation information is provided in attachment 6. The City Council of Turku has discussed the restructuring of vocational education on June 2, 2025. As part of this discussion, it was decided that the city will initiate negotiations for the transfer of the Swedish-language vocational education of the Turku Vocational Institute to Axxel Utbildning Oy. Additionally, the potential incorporation of vocational education has been preliminarily assessed to begin on January 1, 2028. If the aforementioned transfer and incorporation occur, and a third party does not accept the procurement contract based on this request for proposals, it may negatively impact the procurement volumes of the City of Turku. The current estimated procurement volumes for the Turku Vocational Institute are approximately €10,000 per year for office and school supplies and about €2,000 per year for craft supplies. The City of Turku is not responsible for any changes or timelines resulting from the potential transfer and incorporation.
