Procurement of Local Transport Ticketing, Payment, and Information System for Riihimäki

The City of Riihimäki is seeking proposals for a Software as a Service (SaaS) solution for its local transport ticketing, payment, and information system. This procurement includes vehicle-mounted devices and related systems. The services will be provided as a comprehensive solution, which may consist of multiple systems. The ticketing, payment, and information system will manage and publish schedule, route, and stop information, as well as sell and validate tickets while maintaining their prices and features. Additionally, the system will collect and process travel and tracking data, distribute collected ticket revenues, and ensure proper allocation to the relevant parties. It will also facilitate on-demand transport requests and present related information to customers. The service package is divided into specific areas outlined in Appendix 2 (Definition of Competitive Items), with requirements set for the customer application in several areas. The customer application refers to a single application that must meet the requirements of all areas. The contract period is from December 1, 2025, to June 3, 2029, with an option for a 3-year extension. The buyer will independently decide on the use of the option no later than 12 months before the end of the main contract period. The procurement unit does not commit to specific procurement quantities, and the contract does not grant the service provider exclusivity in the execution of the procurement. One (1) supplier will be selected as the contract provider. The basis for overall economic advantage in this procurement will be the lowest price. The minimum quality requirements set in the request for proposals allow for comparison solely based on price. All procurement-related requirements are detailed in the request for proposals and its appendices. If two bidders submit identical total prices, the procurement unit will conduct a draw to determine the ranking between the bidders.
