    Brief

    Winchester City Council is looking for a local consultant to help businesses in the Winchester district achieve measurable carbon savings. The consultant will conduct carbon audits and create customized, actionable carbon reduction plans for each participating business. Key responsibilities include: - Providing tailored support to small and medium enterprises in the area. - Calculating the current carbon footprint for each business. - Developing specific action plans that: a) Identify ways to reduce energy use and transport emissions. b) Offer opportunities for low carbon or renewable energy generation. c) Suggest measures for carbon sequestration. d) Highlight options for purchasing local carbon credits. e) Summarize potential carbon savings and expected outcomes for each recommendation. - Guiding businesses to available funding sources, whether from the council or external entities, to implement the action plans (e.g., solar panels, EV charging stations, retrofitting). - Awarding the Carbon Footprint standard to eligible businesses. - Providing a final report to the council that includes: a) Details of businesses supported and the assistance provided. b) Realized recommendations and the carbon savings achieved. c) Follow-up evaluations at six and twelve months to assess the implementation of recommendations, including the number of measures installed and the resulting carbon savings. d) Plans for future installations or funding applications, along with timelines. e) A summary of barriers faced by businesses in adopting recommendations. The initial carbon assessments must be completed by February 28, 2026, with follow-up activities occurring six and twelve months after the initial assessments, all concluding by February 2027. The total budget for this project is £20,000, covering all fees and follow-up activities. For further details, please refer to the full specification attached.
