The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a global service provider for international cooperation in sustainable development and education, employing around 25,000 staff. As a non-profit federal enterprise, GIZ supports the German government, particularly the Federal Ministry for Economic Cooperation and Development, in achieving its international cooperation goals. GIZ develops effective solutions with its partners to provide people with opportunities and improve their living conditions sustainably. The Specialist and Methodological Department (FMB) serves as an internal service provider to all GIZ organizational units seeking professional and methodological support. Additionally, the FMB plays a quality assurance role in the content design of projects implemented by GIZ. The preparation of substantive offers is a key component of the contract management process. Each offer to the BMZ or other GIZ clients involves comprehensive project development, following a structured procedural approach. The FMB ensures that clients receive offers that meet professional and methodological requirements, ensuring they are effective, economical, and politically relevant. The topics of the two competence centers (KCs) in the areas of "Agriculture, Rural Development, and Food Security" include, but are not limited to, agrarian value chains, agricultural trade, agroecology, agricultural and food policy, bioeconomy, land governance, soil management, nutrition in fragile contexts, food security, climate-sensitive agriculture, sustainable livestock systems, ecosystem-based adaptation, plant protection, transformation of agricultural and food systems, and collaboration with the economy. Both KCs annually prepare numerous offers for BMZ-funded projects and develop the necessary documents for EU co-financing and amendment offers on behalf of projects. Both KCs regularly rely on professionally and methodologically qualified experts/contractors to ensure the high-quality preparation of short statements (KSN) and the execution of concepts, as well as the creation of documents for BMZ offers, amendment offers, or EU offer documents.
