Interim Evaluation of Local Transport Improvements

The West Yorkshire Combined Authority (WYCA) has received £830 million to implement a comprehensive program aimed at enhancing local transport from March 2022 to March 2027. As we approach the three-year mark of this program, we are seeking an evaluation to: - Conduct a thorough assessment of the progress made so far and extract early lessons that can guide future capital programs at WYCA, including CRSTS 2. - Assist in the detailed planning for ongoing program-level monitoring and evaluation (M&E), especially in areas that present methodological challenges. The evaluation will focus on various scheme types, their logic models, and relevant research questions, which are crucial to the M&E strategy and will inform the CRSTS Program Baseline.
