Electricity Supply and Coordinator Selection for a Hospital in Bulgaria

This contract involves the supply of active net low-voltage electricity and the selection of a balancing group coordinator for the operations of "University Multi-Profile Hospital for Active Treatment - Prof. Dr. Stoyan Kirkovich" AD. The delivery locations and technical specifications are detailed in Appendix No. 1. The contract duration is 12 months, starting from the date of the first registered schedule under the contract. The estimated consumption over this period is approximately 3,000 MWh. The execution of the contract will take place within the territory of the Republic of Bulgaria. The estimated value of the contract is up to 900,000 BGN (nine hundred thousand Bulgarian leva) excluding VAT, which represents the maximum expenditure limit under the contract. Changes to the contract may occur if, at the end of the contract term, the contracting authority does not have an active contract for the supplies and services covered by this procurement. The selected contract may be modified based on specific legal provisions, extending its duration by up to 6 months. The estimated additional supply volume is around 1,300 MWh, with a maximum value of 450,000 BGN excluding VAT. The procurement is awarded based on the criterion of "lowest price" as per the relevant legal framework, with the participant offering the lowest fixed surcharge to the average monthly price for 1 MWh being prioritized. The offered price for the fixed surcharge must be specified in figures, accurate to two decimal places, and is uniform across all tariff zones. The procurement is not divided into separate lots, as it is deemed impractical to do so given the nature of the electricity supply.
