Public Transport Services in Finland – Route-Based Services 2025/6

The Varsinais-Suomi ELY Centre is requesting proposals for the provision of public transport services along the route Askainen-Pyhe-Mynämäki from August 11, 2026, to June 4, 2028. There is an option to extend the contract for an additional year, from June 5, 2028, to June 3, 2029. The exact start and end dates of the service will align with the school year. The transport will be procured under a gross contract, meaning that the contract will be governed by the Public Transport Services Regulation (1370/2007) and the Procurement Act for Special Sectors (1398/2016), where the ticket revenue risk is borne by the contracting authority. A separate administrative decision will grant exclusive rights for the transport services covered by this procurement, taking into account any longer-distance traffic that may pass through part of the route. Requirements for ticketing and payment systems, as well as interoperability requirements mandated by the Transport Services Act (320/2017), are detailed in the tender documents and their attachments.
