The contracting authority aims to meet the identified needs within the hospital, based on necessity report no. 96/17.02.2025 updated by ref. 149/11.03.2025 approved by the management of the unit and endorsed by Decision no. 1/20.02.2025 of the Board of Administration of the Satu Mare County Emergency Hospital, updated according to the publication of CANAMED modifications starting from 01.03.2025. The mission of SJUSM is to provide quality medical care in a safe and comfortable environment, so that patients benefit from the best care. The basic principle of our quality policy is patient orientation to accurately identify needs and expectations and to meet them by providing individualized care, treating the patient in their uniqueness and not the disease as a general conceptualized patient. In achieving the specific objectives of the institution, the role of the medicines provided to patients is indispensable as they directly influence the medical act, the degree of patient satisfaction, and the results obtained. We cannot afford to endanger the health and lives of patients by exposing them to the risks associated with a lack of medicines. Thus, in the context of the above-mentioned, in order to ensure the continuity of the supply of medicines, the contracting authority has organized this procurement procedure. The frequency and value of the contracts to be awarded: CS: annually or whenever necessary, depending on the number of hospitalizations. AC: For each lot separately, estimated min and max quantities in accordance with the provisions of CS-ANNEX; CS: For each lot separately, max estimated quantity in accordance with the provisions of CS-ANNEX; CS: For each lot separately, max value of a CS in accordance with the provisions of CS-ANNEX; Subsequent contracts will be concluded based on the needs of the contracting authority, with minimum and maximum quantities being estimated. The deadline by which AC will respond clearly and completely to all requests for clarifications/additional information will be the 11th day before the deadline for submission of offers according to art. 160 correlated with art. 161 of Law 98/2016 with subsequent amendments and completions. Number of days until which clarifications can be requested before the deadline for submission of offers/candidacies: 20 days.
