Brief
The contracting authority intends to establish a framework agreement for vehicle insurance services across three lots: Lot 5 – Optional CASCO insurance services for Unit 2; Lot 6 – Optional CASCO insurance services for Unit 3; Lot 7 – Optional CASCO insurance services for Units 2 and 3. The framework agreement will be awarded to a single economic operator for each lot without reopening the competition. The duration of the framework agreement is 12 months, and subsequent contracts will be awarded without reopening the competition. Detailed service descriptions are provided in the specifications for each lot. After the announcement of participation is published, economic operators can submit clarification requests in the procedure details section. All clarification requests must be sent through SEAP (http://e-licitatie.ro). Responses to clarification requests will be provided in accordance with Articles 160-161 of Law 98/2016. The deadline for requesting clarifications or information regarding the award documentation is 18 days before the submission deadline for offers. The contracting authority will respond clearly and completely to all clarification requests from economic operators/information requests on the 11th day before the submission deadline. The estimated value of the framework agreement (in lei, excluding VAT) is a minimum of 3,544.00 and a maximum of 1,395,459.00. It is estimated that at least one subsequent contract will be awarded for each lot. Estimated quantities for the framework agreement are as follows: Lot 5 – Optional CASCO insurance services for Unit 2 – minimum 1 vehicle, maximum 78 vehicles; Lot 6 – Optional CASCO insurance services for Unit 3 – minimum 1 vehicle, maximum 75 vehicles; Lot 7 – Optional CASCO insurance services for Units 2 and 3 – minimum 1 vehicle, maximum 23 vehicles. The minimum and maximum quantities that could be subject to a single subsequent contract during the framework agreement are: Lot 5 – Optional CASCO insurance services for Unit 2 – minimum 1 vehicle, maximum 76 vehicles; Lot 6 – Optional CASCO insurance services for Unit 3 – minimum 1 vehicle, maximum 74 vehicles; Lot 7 – Optional CASCO insurance services for Units 2 and 3 – minimum 1 vehicle, maximum 16 vehicles. The estimated value of the largest subsequent contract anticipated to be awarded is: Lot 5 – Optional CASCO insurance services for Unit 2 – minimum 473.00 lei excluding VAT, maximum 128,830.00 lei excluding VAT; Lot 6 – Optional CASCO insurance services for Unit 3 – minimum 1,250.00 lei excluding VAT, maximum 266,900.00 lei excluding VAT; Lot 7 – Optional CASCO insurance services for Units 2 and 3 – minimum 1,821.00 lei excluding VAT, maximum 584,092.00 lei excluding VAT.
