Software Package for Time Tracking and Personnel Management

The Investitionsbank Schleswig-Holstein (IB.SH) is the central funding institution of the state of Schleswig-Holstein, providing advice, funding, and financing to businesses, individuals, and municipalities in the region. As a public law institution, IB.SH is owned solely by the state of Schleswig-Holstein and employs around 900 staff members. IB.SH aims to implement a modern and efficient Human Capital Management (HCM) system that will encompass all relevant HR processes. The HCM system is designed to significantly improve transparency, traceability, and information flow within the HR department, as well as for employees and managers in various departments. A unified user interface will ensure intuitive usability, enhancing employee satisfaction and motivation. Additionally, the system is intended to flexibly support future changes and adjustments to meet the dynamic requirements of IB.SH. Key objectives include: establishing a central HR system for employees and managers, covering the complete lifecycle of employees, replacing paper-based application processes and document storage, managing personnel master data within the system with an interface to payroll service providers, enabling workflows with transparency on processing status, and providing functionalities for Employee Self-Service (ESS) and Manager Self-Service (MSS). The goal is to eliminate manual data entry and duplicate data maintenance, with employee data centrally managed and accessible to other systems. Overall, the focus is on creating a unified platform that offers employees a modern HR landscape, provides a positive user experience, and is future-proof. The selected HCM system must meet current and future technological standards in terms of content, processes, architecture, and technology. HR staff and other individuals involved in personnel processes (supervisors, decision-makers, personnel council, equality officer, representatives for severely disabled persons) should be able to access the same platform within workflows and approval processes. Due to separate responsibilities, the system must accommodate multiple distinct views and processing rights.
