    Brief

    This contract involves the collection and management of waste classified under code 16 01 03 (used tires). The selected supplier will be responsible for ensuring the transfer of waste management responsibility to the next holder. All collected waste will undergo the R3 recovery process. The total amount of waste covered by this contract is up to 1250 metric tons, including 600 metric tons of passenger and truck tires as part of the base order, and an option for an additional 600 metric tons of passenger and truck tires, as well as up to 50 metric tons of agricultural and other diagonal tires. The option can be exercised in full or in part, either all at once or in several parts. The contractor will collect the waste from the following facilities: 1) Municipal Waste Disposal Plant in Olsztyn (Lubelska 53, 10-410 Olsztyn) – approximately 58% of the total volume, 2) Transfer Station in Polska Wieś (Polska Wieś 24, 11-700 Mrągowo) – approximately 15%, 3) Transfer Station in Medyny (Medyny 51, 11-100 Lidzbark Warmiński) – approximately 10%, 4) Transfer Station in Trelkowo (Trelkowo 80, 12-100 Szczytno) – approximately 17%. The estimated volumes are based on historical data, and the percentage of tires at each facility may change. The execution of this contract must comply with specific regulations, including the Waste Act of December 14, 2012, the Environmental Protection Law of April 27, 2001, and the Act on Maintaining Cleanliness and Order in Municipalities of September 13, 1996, among other applicable laws. Collected waste will be transferred to an entity with the necessary permit as specified in the Waste Act before the contract is signed. The quantity of waste collected will be measured using the buyer's electronic vehicle scale, and the transfer will be confirmed with a waste transfer card in accordance with current regulations. According to EU Regulation No. 833/2014, public contracts cannot involve subcontractors or suppliers that account for more than 10% of the contract value if they are deemed essential under Directive 2014/24/EU. Detailed descriptions of the contract and cooperation conditions are provided in Annex 3 to the SWZ titled 'Draft Contract Provisions.'
