    Brief

    The SUMIT Project seeks digital product solutions to support substance use and mental health interventions across Northern Ireland, the Republic of Ireland, and Scotland. This cross-border initiative, funded by PEACEPLUS, aims to improve service delivery and user outcomes for approximately 1,500 beneficiaries. The procurement involves three integrated product lots: (1) Self-directed Help tools enabling independent access to information and support with anonymous options; (2) Personalised Journey solutions supporting recovery tracking, goal-setting, service navigation and peer interaction; and (3) Data Sharing capabilities for person-held records and controlled data exchange across services to reduce duplication. Queens University Belfast leads the overall project, with the Digital Health & Care Innovation Centre (University of Strathclyde) overseeing product development. Successful bidders must demonstrate how their solutions achieve defined user and service outcomes including improved access, sustained engagement, digital inclusion, and enhanced service insights. Solutions must fully comply with EU GDPR (Republic of Ireland), UK GDPR, and the Data Protection Act 2018. The contract will be available for use by SUMIT Core Partners (Queen's University Belfast, Trinity College Dublin, University of St Andrews, Scottish Council for Voluntary Organisations) and Associate Partners (Alcohol Forum Ireland, Developing Healthy Communities NI, Dundalk Institute of Technology, North Eastern Regional Drug & Alcohol Task Force). Bidders should prioritize outcome-based design through participatory development ensuring alignment with real user needs and meaningful adoption.
