    Brief

The London Violence Reduction Unit (VRU) is seeking an expert partner to support its new digital safety programme for young people aged 11-25 across London. This is a 36-month contract (October 2026 onwards) with a potential value of up to £550,000, available as two complementary lots that may be applied for separately or together. Lot 1 (Research, Policy and Evidence Partner) offers £110,600 fixed funding with up to £82,000 optional draw-down. Lot 2 (Programme Development and Learning Partner) offers £205,400 fixed funding with up to £152,000 optional draw-down. The successful provider(s) will deliver specialist support across policy, research, evidence, programme development, learning and practice translation to address online harms including peer conflict, exploitation, misogyny, technology-enabled abuse and violence against women and girls. You should demonstrate expertise in digital safety, understanding of how risks vary across adolescence and young adulthood, and ability to work within multi-agency safeguarding frameworks. The VRU welcomes collaborative delivery models and consortium bids. The role requires strengthening connections between research, policy and frontline delivery to create a coordinated public health response to online harms across London, with particular emphasis on youth-informed and place-based approaches.
