Enforcement Operations Services Contract Extension – Road User Charging System

Transport for London (TfL) is extending its Enforcement Operations (EOps) contract with Capita Business Services Limited to continue managing penalty charge notices, customer interactions, regulatory compliance, and system integration for London's Road User Charging scheme. The extension is required because TfL is undertaking a competitive procurement to replace both the existing Business Operations (BOps) and Enforcement Operations (EOps) contracts with a new combined Business and Enforcement Operations (BEOps) contract. The full procurement, design, development, testing, and transition to the new system is expected to take a minimum of 5 years, with contract award anticipated around mid-2029. This extension ensures continuity of critical public-facing services, maintains compliance with statutory enforcement obligations, and preserves the accuracy and integrity of charging and enforcement activities during the transition period. TfL intends to award an initial 5-year contract extension with an optional extension to a maximum of 7 years.
