    Brief

    The Ministry of Defence (MOD), through the Defence Infrastructure Organisation (DIO), is seeking a qualified electricity supplier to provide commercial and domestic electricity supply services to MOD establishments throughout Northern Ireland. This is an open procurement under the Procurement Act 2023 for a 24-month initial contract with two optional 12-month extensions (maximum 48 months total). The supplier will manage approximately 30.1 GWh annual consumption across 133 meters (23 half-hourly and 110 non-half-hourly) serving military establishments, training facilities, administrative buildings, and service family accommodation. The contract uses a variable price, cost-plus pricing model and will be awarded based on Most Advantageous Tender (MAT) criteria: 50% technical quality, 40% commercial value, and 10% social value. The estimated total contract value is £25,886,000 excluding VAT. Successful suppliers must demonstrate capability to deliver secure, reliable electricity services; provide accurate billing and high-quality customer service; manage consumption data; support carbon reduction and sustainability objectives; and maintain operational resilience across the Northern Ireland defence estate. Performance will be measured through KPIs including timely billing, complaint resolution, metering accuracy, data quality, and fair work practices.
