    Brief

    Royal Greenwich Council is establishing an open framework to deliver specialist education services for vulnerable children and young people aged 5-25 who cannot access or thrive in mainstream education settings. The framework runs for three years with optional 24-month extensions and is divided into three lots: Lot 1 - Alternative Provision (£15m): minimum 25 hours per week of DfE-registered school placements for secondary pupils (Key Stages 3-4) who are permanently excluded, at risk of exclusion, or unable to engage with mainstream education; Lot 2 - Vocational and Alternative Curriculum (£6m): minimum 18 hours per week combining practical, accredited vocational training in areas such as motor mechanics, bricklaying, plumbing, and hairdressing with core academics and careers support, primarily for Key Stages 3-4; Lot 3 - Education Outreach and Inclusion Support (£4m): individualised hourly interventions delivered in collaboration with schools and SENCOs to prevent exclusions and support children with Social, Emotional and Mental Health (SEMH) needs and behavioural challenges. Providers must deliver outcome-focused services supporting successful transitions to employment, training, or further education post-16. Framework lot values may be shared between providers.
