Czech Republic – Electronic Information Services – Contract for Providing SMS Ticket Sales Services

This public procurement contract aims to establish and operate a payment system for public transport fares through mobile communication using SMS messages in MT billing mode (referred to as 'SMS ticket'). This payment method allows passengers to pay for their fare at the moment they receive a return SMS containing the SMS ticket. The contract also includes comprehensive management of the entire system, including financial transactions related to SMS ticket payments. The required services include: • Implementation of the SMS ticket sales system for passengers in public transport operated by the contracting authority via mobile communication in MT billing mode (payment via received SMS); • Continuous operation of the system (24/7); • Continuous management of the system (24/7); • Enabling the contracting authority to verify SMS tickets (transport control) using an inspector application that can verify the phone number or device from which the SMS ticket was ordered; • Immediate access for the contracting authority to the current database of sold SMS tickets; • Providing passengers with the ability to issue tax documents; • Free issuance of duplicates in case of loss of the SMS ticket or accidental deletion from the passenger's mobile device; • Handling all complaints regarding SMS tickets between passengers, suppliers, mobile operators, and the contracting authority; • Providing overviews of complaints and their resolutions; and • Implementing the service within the contracting authority's environment, including trial installation of the inspector application, interface for the contracting authority, communication rules with the Helpdesk, complaint forms, defining the content of the SMS ticket, training for transport control staff, and proposing adjustments to the SPP and Tariff if the rules for using SMS tickets differ from the currently valid ones.
