Waste Collection and Transport Services in Suwałki

The contract involves the collection and transport of municipal waste from residential areas and public places within the Suwałki municipality. Detailed specifications are provided in Annex 2 of the SWZ (Terms of Reference). Partial bids are not allowed, as dividing the contract would lead to excessive costs and significant coordination challenges among different contractors, potentially resulting in improper execution of the contract. The contract is divided into parts, each subject to a separate procurement process. Quality requirements, as outlined in Article 246, paragraph 2 of the Public Procurement Law, are detailed in the contract description and annexes. According to Article 95, paragraph 1 of the Public Procurement Law, the contractor or subcontractors must employ all personnel performing tasks related to the contract under an employment contract, as defined in Article 22, paragraph 1 of the Labor Code, for the duration of the contract. This includes drivers of specialized vehicles for waste collection, loaders for waste handling, and administrative staff for organizing and logistics of municipal waste collection. Documentation requirements for employment, the buyer's rights to control compliance with these requirements, and penalties for non-compliance are specified in the draft contract, which is Annex 8 to this SWZ.
